Welfare Reform Extension Act, Part VIII - Continues through March 31, 2005, in the manner authorized for FY 2004, any activities authorized by part A of title IV (Temporary Assistance for Needy Families) (TANF) of the Social Security Act (SSA), as well as: (1) the separate program for abstinence education; (2) the entitlement of U.S. territories to matching grants for aid and services to needy families with children and for child-welfare services under title IV; (3) extensions of eligibility for Medicaid under SSA title XIX; (4) supplemental grants for population increases in certain States; and (5) extension of the National Random Sample Study of child welfare and child welfare waiver authority. Makes necessary appropriations. Allows grants and payments made pursuant to this authority through the second quarter of FY 2005 to be at the level provided for such activities through the second quarter of FY 2004. 2023-01-13T22:01:45Z
