Welfare Reform Extension Act, Part VIII - Continues through March 31, 2005, in the manner authorized for FY 2004, any activities authorized by part A of title IV (Temporary Assistance for Needy Families) (TANF) of the Social Security Act (SSA), as well as: (1) the separate program for abstinence education; (2) the entitlement of U.S. territories to matching grants for aid and services to needy families with children and for child-welfare services under title IV; (3) extensions of eligibility for Medicaid under SSA title XIX; (4) supplemental grants for population increases in certain States; and (5) extension of the National Random Sample Study of child welfare and child welfare waiver authority. Makes necessary appropriations.
