Makes necessary appropriations. Extends through June 30, 2004, the national random sample study of child welfare under SSA title IV part A and child welfare waiver authority, to be continued in the manner authorized for FY 2002. Amends part A of SSA title IV to replace provisions for bonus to reward decrease in illegitimacy ratio with provisions for healthy marriage promotion grants. Makes appropriations.
