Sets forth project requirements. Limits the Federal share of project costs to 75 percent.Expresses the sense of Congress, in the case of equipment or products authorized to be purchased with financial assistance provided under this Act, that agencies receiving such assistance should, in expending such assistance, purchase only equipment and products produced in the United States.
