Authorizes Immigration and Naturalization Service personnel to make such confirmations.States that failure by the Attorney General to make the program available to covered employers (as defined in this Act) shall prohibit the issuance of certain administrative subpoenas under Operation Vanguard or other similar program.Revises related civil penalties with respect to participating employers. 2026-02-10T13:38:48Z
