Permits the offer of assistance for a fee only if, at the time of offer, the person gives prominent written notice that the services or products involved are available for free from SSA or HHS. Prohibits the sale, transfer, or use of any information obtained in connection with such offer, except with prior authorization from the individual receiving assistance.
