Authorizes the Librarian of Congress to charge fees for such services and to deposit such fees into the appropriate revolving fund.Title II: Library of Congress Trust Fund Board - Revises the composition of the Library of Congress Trust Fund Board to include the vice chair of the Joint Committee on the Library.
