Lazio, Rick [R-NY-2] NY R L000155 1 Clean Power Act - Instructs the Administrator of the Environmental Protection Agency to: (1) promulgate a final regulation to address interstate transport of nitrogen oxide and carbon dioxide pollution; (2) establish a program to issue, record the sale or exchange of, and track allowances of nitrogen oxide and carbon dioxide, and track and monitor emissions of nitrogen oxide; and (3) promulgate regulations regarding electric utility emissions of mercury that are based upon the protection of human health and the environment.Amends the Clean Air Act to revise sulfur dioxide allowances.Amends the Public Utility Regulatory Policies Act of 1978 to direct the Administrator of the Energy Information Administration in the Department of Energy (DOE) to specify the percentage of total domestic electric energy generation that the Administrator estimates to be supplied by renewable energy during a specified calendar year.Sets forth a statutory mechanism for mandatory submission of Renewable Energy Credits by retail electric suppliers to the Secretary of Energy. Requires the Secretary to establish a program to issue and track such credits.Requires each retail electric supplier to make net metering service available upon request of a retail electric consumer whom such supplier currently serves or solicits for service. 2025-08-20T14:17:56Z
