[D-OH-3] OH D H000074 11 Consumer Access to a Responsible Accounting of Trade Act of 2000 - Directs the Secretary of the Treasury to issue regulations requiring gem-quality diamonds (including products made in whole or in part from gem-quality diamonds) and which are sold in the United States to be accompanied by a certificate stating the English name (or unmistakable abbreviation) of the country in which the diamonds were mined.
