Saxton, Jim [R-NJ-3] NJ R S000097 15 Arctic Tundra Habitat Emergency Conservation Act - Gives the force and effect of law to the rules published by the U.S. Fish and Wildlife Service on February 16, 1999, relating to use of additional hunting methods to increase the harvest of mid-continent light geese and the establishment of a conservation order for the reduction of such goose populations. Directs the Secretary of the Interior, acting through the Director of the Service, to notify the public of the force and effect of such rules.(Sec. 3) Makes such requirement applicable until the latest of: (1) the effective date of rules issued by the Service after enactment of this Act to control overabundant populations of such geese; (2) the date of the publication of a final environmental impact statement for such rules; or (3) May 15, 2001.(Sec. 4) Directs the Secretary, no later than the end of such period, to prepare and implement a comprehensive, long-term plan for the management of mid-continent light geese and the conservation of their habitat, applying principles of adaptive resource management.
