Authorizes tribes to request a State to enter into class III gaming compact negotiations. Sets forth related provisions, including a State's right not to assume tribal gaming responsibilities. Eliminates the requirement of gubernatorial concurrence with regard to gaming on after-acquired lands. Grants Federal tax-exempt status to tribally owned or chartered gaming operations.
