Declares that the purpose of such program is to provide such individuals with the experience of living and working in a multicultural society while obtaining valuable work skills and experience. Amends the Immigration and Nationality Act to authorize 60-month nonimmigrant visas for an alien having a residence in Northern Ireland or the Republic of Ireland (which the alien has no intention of abandoning) who is coming temporarily to the United States as a participant in a United States-Northern Ireland-Republic of Ireland cultural and training program.
