Directs the Secretary of Agriculture to: (1) report to specified congressional committees and the Secretary of the Treasury on the progress and effectiveness of such cooperative arrangements; and (2) study and report to the Congress on options for the design, development, implementation, and operation of a national database to track participation in Federal means-tested public assistance programs.
