Prohibits such plan from adversely affecting: (1) the water-related needs of the region surrounding such rivers; and (2) private property rights. Requires specified plan activities, and requires such activities to be integrated with other related Federal and State activities. Directs the Secretary to provide for public review and comment on such plan. Requires plan compliance with applicable environmental laws. Provides Federal and non-Federal shares of project costs.
