McCain, John [R-AZ] AZ R M000303 5 Amends the Communications Act of 1934 to direct the Federal Communications Commission (FCC), upon request, to designate a common carrier providing telephone exchange service and exchange access that is not subject to the jurisdiction of a State commission as an eligible telecommunications carrier (eligible to receive universal service support) for a telephone service area designated by the FCC. Authorizes the FCC, with respect to an area served by a rural telephone company, and requires the FCC, in the case of all other areas, to designate more than one common carrier as an eligible carrier for such a designated service area, provided each additional requesting carrier meets eligibility requirements. Requires the FCC, before designating an additional eligible telecommunications carrier for an area served by a rural telephone company, to find that such designation is in the public interest. 2025-04-07T15:31:37Z
