Provides sale conditions, including a requirement that the purchaser make certain certifications to the Secretary of the department in which the Coast Guard is operating as to the testing of the dispersing system and the proper use of aircraft and parts purchased. Requires the Secretary to: (1) prescribe sale regulations; and (2) report to the congressional defense committees on such sales. 2026-03-23T12:17:56Z
