Increases specified penalties for: (1) hiring, recruiting, and referral violations; (2) labor standards violations; and (3) unfair immigration-related employment practices. Provides for joint INS-Department of Labor efforts to investigate violations of employer sanctions and labor standards and target high concentration areas of illegally employed aliens.
