Urges the United Nations (UN) Security Council to impose an international arms embargo on Afghanistan. Welcomes the appointment by the UN of a new special envoy to Afghanistan and urges him to aggressively assist the Afghans to achieve a solution to the conflict acceptable to the Afghan people.
