Requires the Institute president by regulation to prescribe alternative personnel management provisions. Disallows covering current Institute employees except pursuant to a voluntary election. Directs the Secretary of the Interior to delegate to the institute president procurement authority with respect to the conduct of the administrative functions of the Institute.
