Requires use of the Fund to support activities by qualified U.S. and international organizations to preserve and protect cultural resources that are significantly at risk, at qualified sites both inside and outside the United States. Requires the designated agency to provide grants or fellowships that engage: (1) U.S. professionals in historic preservation; and (2) U.S. and foreign graduate students in onsite conservation and development of plans to protect endangered cultural resources.
