[R-WY] | WY | R | S000429 | 0 | TABLE OF CONTENTS: Title I: Immigrants Subtitle A: Changes in Immigrant Classifications Subtitle B: Changes in Numerical Limitations on Immigrants Title II: Nonimmigrants Title III: Effective Date Immigration Reform Act of 1995 - Title I: Immigrants - Subtitle A: Changes in Immigrant Classifications - Amends the Immigration and Nationality Act to restrict immigration of a citizen's parents. Requires health insurance for immigrating parents. (Sec. 102) Modifies requirements regarding the preference allocations for family-sponsored immigrants and employment-based immigrants. (Sec. 104) Changes labor certification requirements. (Sec. 105) Alters the definition of "special immigrant" with regard to disabled sons or daughters. Requires health insurance for such sons or daughters. (Sec. 106) Declares that the approval by the Attorney General of a petition for classification under specified provisions shall not relieve the alien of the burden of establishing to the satisfaction of the consular officer that the alien is eligible to receive an immigrant visa. (Sec. 107) Regulates judicial review of the allocation of immigrant visas or the determination on immigrant visa petitions. Subtitle B: Changes in Numerical Limitations On Immigrants - Modifies requirements regarding: (1) the worldwide level of family-sponsored immigrants and employment-based immigrants; and (2) certain numerical limitations to any single foreign state. (Sec. 115) Requires the committees on the Judiciary of the House of Representatives and the Senate to hold a hearing on the issue of whether one or more of the numerical limitations in certain provisions should be changed. Regulates (as rules of the House or Senate) the consideration of any bill related to those hearings. Title II: Nonimmigrants - Changes requirements regarding nonimmigrants providing services in a specialty occupation or as a fashion model or entering the United States for temporary continuation of employment. Imposes on employers a fee and other requirements regarding using specialty occupation or fashion model nonimmigrants. (Sec. 204) Modifies requirements regarding students. Mandates a program to collect electronically from approved colleges and universities in the United States certain information on aliens with (or seeking) nonimmigrant status under provisions relating to students, teachers, researchers, and similar descriptions. Makes the information available to U.S. embassies, consulates, and immigration officers. Mandates funding the program through a processing fee on visas issued or changed under certain student provisions.
