Authorizes any person or class of persons aggrieved by such a violation, in a civil action, to obtain appropriate relief. Specifies that a showing that a pattern exists in a particular region of disparate stopping of persons on highways based on race or color is sufficient to constitute prima facie evidence of a violation in that region. 2025-08-21T20:16:50Z
