Directs the Secretary of the Interior to seek to nominate the Stephanka Tract to the National Register of Historic Places upon completion of such exchange, and that the Association shall have the exclusive right to operate a related archaeological interpretive site unless it so declines. States that: (1) subsequent land acquisitions shall be added to the Kenai National Wildlife Refuge; (2) certain Stephanka Tract land shall be added to the Kenai Wilderness; and (3) the Secretary shall designate and manage a wildlife and habitat Lake Todatonten Special Management Area.
