Requires an annual joint report of the Secretary of State, Secretary of Defense, and the Administrator of the U.S. Agency for International Development to the Congress with respect to such program. Prohibits the use of U.S. armed forces in: (1) the detection, lifting, or destruction of antipersonnel landmines or explosive ordnance (unless it is done to support a U.S. military operation); or (2) providing such assistance as part of a military operation that does not involve U.S. armed forces.
