Increases specified penalties for: (1) document fraud; (2) hiring, recruiting, and referral violations; (3) labor standards violations; and (4) unfair immigration-related employment practices. Provides for joint INS-Department of Labor efforts to investigate violations of employer sanctions and labor standards.
