(Sec. 4) Authorizes the Secretary to award grants to each of the ten regional Head Start agencies to improve teaching and learning through professional development activities in science and mathematics at the regional and local agency levels. Sets forth provisions for: (1) regional and within-region allocations of funds; (2) local plans and applications for improving mathematics and science teaching and learning; (3) local allocation of funds; and (4) permissible activities.
