Modifies the definition of minimal level (to which operations would be reduced in certain circumstances) to mean a reduction of ten (currently, 25) percent from the current rate. Mandates compensation at standard rates for any U.S. or District of Columbia officer or employee furloughed because of a lapse in appropriations after December 15, 1995.
