Pell, Claiborne [D-RI] RI D P000193 0 Special Envoy for Tibet Act of 1994 - Establishes a U.S. Special Envoy for Tibet within the Department of State, to be appointed by the President. Grants such envoy ambassadorial rank. Authorizes and encourages the Special Envoy to: (1) promote substantive negotiations between the Dalai Lama and senior members of the Chinese Government; (2) promote good relations between the Dalai Lama and the U.S. Government; and (3) travel regularly throughout Tibet and Tibetan refugee settlements. Requires the Special Envoy to: (1) consult with the Congress on policies relevant to Tibet; (2) coordinate U.S. Government policies, programs, and projects concerning Tibet; and (3) report to the Secretary of State on the state of relations between the United States and Tibet and on conditions in Tibet. 2025-08-26T13:49:01Z
