[R-AK] | AK | R | M001085 | 1 | Denali Mining Claims Act of 1994 - Directs the Secretary of the Interior to enter into expedited good-faith negotiations with all willing owners of mining claims within Denali National Park, Alaska, for the purpose of entering into voluntary land acquisition agreements to purchase such claims. Sets forth provisions regarding: (1) termination of negotiations; (2) negotiations concerning claims that are the subject of pending litigation; (3) information to be considered with respect to negotiations; (4) reports and appraisals; (5) dispute resolution; and (6) duties of the Secretary after the termination of negotiations. Directs the Secretary, upon determining with respect to a mining claim that it is not in the public interest to enter into the negotiations, to commence a declaration of takings procedure for a compensable taking under the Fifth Amendment of the Constitution. Grants the court the power to determine the date of the taking and the amount of compensation due to the parties in interest. Sets a deadline for applications for compensation of December 1, 1999. Specifies that if the owner of the mining claim objects to the application of procedures for a declaration of taking, the Secretary shall make an offer to the owner, subject to specified requirements. Requires the Secretary to: (1) publish in the Federal Register and in newspapers of general circulation in the five cities of Alaska with the greatest population the names of the owners of mining claims and the claims owned; and (2) provide to each owner, by certified mail, a notice of the provisions of this Act.
