Title II: Citizenship Promotion - Establishes within the Department of Justice a Citizenship Promotion Bureau to assist in the rapid naturalization of eligible immigrants. Transfers citizenship and naturalization functions and personnel of the Immigration and Naturalization Service (INS) to such Bureau. Authorizes the establishment of a national citizenship advisory board. Establishes in the Treasury a Naturalization Fee Account. Redesignates the INS as the Immigration Service.
