Ratifies the Settlement Agreement. Sets forth the terms and conditions of the Agreement, including: (1) surface land boundaries and coal, oil, and other mineral rights; (2) lands and mineral rights to be part of the Northern Cheyenne Indian Reservation; (3) land exchanges with Montana and private owners; and (4) compensation. Establishes in the Treasury the Crow Tribe Trust Fund. Divides the existing 107th meridian escrow fund evenly between the Crow and Northern Cheyenne Tribes.
