Provides that such authority does not apply to vessels that have been sold or chartered to foreign citizens and later documented under U.S. laws after enactment of this Act. Provides that vessels sold and chartered to foreign citizens and transferred to foreign registry shall not be prohibited from engaging in coastwise trade.
