Requires the Director to develop and make available to LEAs a written safe schools model in English and in Spanish. Makes grant funds available: (1) to fund anticrime and safety measures and to develop education and training programs for the prevention of crime, violence, and illegal drugs and alcohol; (2) for counseling programs for victims of crime within schools; (3) for crime prevention equipment, including metal detectors and video-surveillance devices; and (4) for the prevention and reduction of the participation of young individuals in organized crime and drug- and gang-related activities in schools. Sets forth provisions regarding: (1) application requirements; (2) allocation of, and limitations on, grant funds; (3) selection of recipients; and (4) reporting requirements.
