Requires NREN to: (1) link Federal departments and agencies, research and educational institutions, industry, and others; and (2) foster competition and private sector investment. Directs the Secretary of Energy to: (1) perform evaluations of high-performance computing systems; (2) conduct or support research; (3) provide for networking infrastructure support for energy-related mission activities; and (4) establish at least two High-Performance Computing Research and Development Collaborative Consortia, with each led by a Department of Energy national laboratory. Requires research and development results to be transferred to the private sector.
