Directs the Secretary to submit a plan for the protection, interpretation, and maintenance of the site to the President of the Senate and the Speaker of the House of Representatives. Authorizes the Secretary to: (1) provide technical assistance to the town of Springerville for the management, protection, and interpretation of the site; (2) make periodic grants to the town for annual costs of operation and maintenance; (3) enter into cooperative agreements with specified public and nonprofit entities for the management and interpretation of the Park; and (4) participate in, and provide technical assistance for, land use planning for lands adjacent to the Park. Directs the Secretary to submit a general management plan for the Park to the Senate Committee on Energy and Natural Resources and the House Committee on Interior and Insular Affairs.
