Pell, Claiborne [D-RI] | RI | D | P000193 | 3 | National Commission on Libraries and Information Science Act Amendments of 1991 - Amends the National Commission on Libraries and Information Science Act to revise provisions relating to the powers and functions of the National Commission on Libraries and Information Science (the Commission). Repeals a requirement that the Secretary of Education provide the Commission with administrative services in return for advance payment or reimbursement from Commission funds. Revises provisions relating to contributions to the Commission. Authorizes the Commission to accept, hold, administer, and use gifts, bequests, and devises, and devises of property, both real and personal, to aid or facilitate its work. Requires that money and sales proceeds of other property received as such gifts, bequests, or devises be deposited in the Treasury and available for disbursement upon the Commission's order. Revises the Commission's functions to include activities relating to international (as well as national) communications and cooperative networks. Provides that a majority of Commission members shall constitute a quorum for conduct of business at its official meetings. Revises provisions for the terms of office of Commission members.
