Unsoeld, Jolene [D-WA-3] | WA | D | U000017 | 85 | Expresses the sense of the House of Representatives that: (1) the Administrator of the Environmental Protection Agency should accelerate the interim phaseout schedules and the final phaseout date of chlorofluorocarbons, carbon tetrachloride, methyl chloroform, and halons (and shall provide for complete phaseout as early as possible), accelerate the interim phaseout schedule and the final phaseout date of the hydrochlorofluorocarbons that have relatively long atmospheric lifetimes or high ozone depletion potentials, and prioritize efforts to issue regulations providing for the recapture and recycling of ozone-destroying substances used in appliances and motor vehicle air-conditioners and for the elimination of such substances used in nonessential consumer products; and (2) the President should urge the Contracting Parties to the Montreal Protocol to accelerate the interim phaseout schedules and the final phaseout date of the ozone-destroying chemicals currently covered by the Protocol, to include hydrochlorofluorocarbons within the terms of the Protocol and provide for the most rapid phaseout of those hydrochlorofluorocarbons with relatively long atmospheric lifetimes or high ozone depletion potentials, to amend the Protocol to include recapture and recycling provisions and prohibit the venting or release of ozone-destroying chemicals from refrigeration and air-conditioning units into the atmosphere by a set date, and to accelerate the compliance of developing countries with the terms of the Protocol. | 2024-02-07T11:38:03Z |
