[D-NY-16] | NY | D | R000053 | 13 | Educators' and Drug-Exposed Children's Assistance Act - Amends the Individuals with Disabilities Education Act to establish a program authorizing the Secretary of Education (the Secretary) to make supplemental grants to States for demonstration programs regarding certain drug-exposed infants, toddlers and children. Sets conditions for such grant assistance. Authorizes appropriations. Amends the Public Health Service Act to require certain national clearinghouse activities relating to drug-exposed children. Directs the Secretary, in conjunction with such clearinghouse activities to provide consultation and technical assistance to educational personnel regarding educational needs of drug-exposed children and recommend effective strategies for assisting such children. Authorizes appropriations. Authorizes the Secretary to make grants to schools of education at institutions of higher education for development, and instruction in the use of curricula and instructional materials that provide teachers and other personnel with effective strategies for educating drug-exposed children. Gives priority to schools located in or near communities with large numbers or rates with respect to drug abuse problems or drug-exposed infants or preschool or school children.
