Grants an extension of time to Petersburg, Virginia, to submit a certain community development block grant final statement of objectives. Amends the Housing Act of 1949, with regard to rural low-income and elderly housing, to prohibit the Secretary of Agriculture from: (1) limiting a housing credit agency from requiring an owner to enter into a certain restrictive occupancy covenant in order to receive a low-income housing credit; or (2) restricting financing based upon such covenant. Grants an extension through June 1, 1992, to St. Charles Parish, Louisiana, to appeal a certain Federal Emergency Management Agency flood elevation determination. 2025-01-14T18:20:21Z
