Authorizes appropriations to increase border patrol personnel to specified levels. Provides for a specified assignment of personnel to the San Diego sector by the end of FY 1993. Directs the Secretary of Health and Human Services (Secretary) to develop social security cards resistant to tampering or counterfeiting. Amends the Immigration and Nationality Act, effective on October 1, 1993, to reduce the number of required work documents. Directs the Attorney General to make a study of birth certificate improvements. Directs the Attorney General and the Secretary to conduct demonstration projects to determine the feasibility of using a telephone system to verify alien employment eligibility. Directs the Administrator of General Services to: (1) develop a plan to establish or improve ports of entry, including an additional port of entry at San Diego, California; and (2) study the use of nongovernmental entities in border facility construction and management. Directs the Secretary to study and develop a test program to allow expanded use of State legalization assistance grants (SLAG) by alien-impacted communities.
