Lewis, John [D-GA-5] GA D L000287 50 National African American Museum Act - Establishes the National African American Museum (the Museum) as a bureau in the Smithsonian Institution. Sets forth requirements for membership on the Museum's Board of Trustees (the Board). Provides for a Director and staff. Directs the Board to design and construct a building for the Museum in the District of Columbia. Sets forth requirements for preparation of architectural plans, building site, and treatment of the Museum building and grounds as part of the Mall. Directs the Board to establish policy and guidance for the operation of the Museum as a center and location for education, research, events, and collection and display of items and materials relating to the historical, cultural, economic, political, and other aspects of the scope of experiences of African Americans. Sets forth Board powers with respect to Museum collections and solicitation of funds. Sets forth Museum programs, including: (1) education and preservation programs, including research and exhibitions, with other organizations; (2) exchanges and coordination with affiliated museums and institutions; and (3) financial and technical assistance to African American museums. Requires the Board to report annually to specified congressional committees and the President. Provides for annual audits by the General Accounting Office.
