Sets forth limitations on the use of such funds. Requires each agency, office, and instrumentality of the District of Columbia government, except the District of Columbia Courts, to furlough each employee for one day in each month of FY 1993, or a proportional number of hours for part-time employees. Prohibits such employees from receiving within-grade salary increases during FY 1993 and prohibits time from accruing toward the waiting period for advancement to the following rate within the grade.
