101-sconres-121 101 sconres 121 A concurrent resolution expressing the sense of the Congress regarding the need for the negotiation of an international agricultural cropland conservation reserve treaty. International Affairs 1990-04-05 1990-04-05 Referred to the Committee on Foreign Relations. Senate Sen. Pressler, Larry [R-SD] SD R P000513 0 Expreses the sense of the Congress that the President should initiate multilateral negotiations with major agricultural commodity exporting nations to establish an international agricultural cropland conservation reserve to stablize worldwide grain production and control soil erosion. Specifies that such reserve shall include: (1) agreement by signatory nations not to bring virgin land into crop production, to return a certain percentage of cropland to its natural state, and to keep such land out of production for a minimum of ten years; and (2) provisions calling for cropland to be taken out of production, implementation of sound conservation practices on such land to control soil erosion, and the return of a portion of such land to production if stocks fall below the emergency food reserve level or if the production of a signatory nation fails to meet domestic consumption demand. 2025-01-14T19:00:46Z
