Directs the President, through the Council, to establish a working group to: (1) coordinate, develop, and help implement initiatives of Federal agencies to facilitate the transition to safe substitutes for chlorofluorocarbons and halons and alternative technology; and (2) conduct a comprehensive study to determine ways of reducing chlorofluorocarbon and halon emissions. Enumerates guidelines applicable to the study, which must be reported to the President and to specified congressional committees within 12 months of this Act's enactment.
