Authorizes appropriations. Directs the Attorney General to construct or upgrade certain border barriers in California, Texas, and Arizona. Transfers specified funds for such purpose. Directs the Secretary of Transportation to: (1) develop and adopt standards for a State drivers' license biometric identification system; and (2) establish a related interagency policy board. Requires States to implement such standards within a specified time or lose a portion of their Federal highway funds. Authorizes appropriations. Directs the Attorney General to use such biometric identification system to ensure employer identification of employable aliens. Provides for the use of such system in: (1) a border security system; and (2) an alien identification pilot program. Amends the Immigration and Nationality Act to provide civil penalties for document fraud.
