Requires the Administrator and the Secretary of Energy to enter into cooperative agreements to provide for research, evaluation, testing, development, and demonstration of alternative or innovative technologies which may be used for: (1) managing mining waste and other industrial waste with similar contaminants; and (2) response actions to achieve permanent protection of human health and the environment at the Butte/Clarkford Superfund site in Montana, and in other parts of the country with similar environmental contamination.
