Requires the Program to identify and cooperate with private and governmental funding bodies, both in Latin America and in the United States, and to encourage cost-sharing and innovative financing of cooperative projects. Sets forth required Program elements, including establishment of an Inter-American Scientific Educational Development Exchange.
