Reid, Harry [D-NV] | NV | D | R000146 | 1 | Science and Mathematics Achievement Readiness Act (SMART) - Title I: Curriculum Choices - Requires the Director of the National Science Foundation, by the end of FY 1991, to develop and report to the Secretary of Education (the Secretary) a set of at least ten curriculum choices designed to enhance the science and mathematics literacy of elementary and secondary school students. Directs the Secretary to disseminate such set to local educational agencies (LEAs) throughout the United States. Directs the Secretary, by the end of FY 1992, to make grants to LEAs to implement such curricula development. Limits to 1,000 the total number of such grants in each fiscal year. Requires such grant funds to be used for teacher hiring and in-service training, and for purchase of books, equipment, and materials. Requires evaluation of such curriculum choices. Authorizes appropriations. Title II: Mathematics and Science Scholarships - Authorizes the Secretary to award annually up to 5,000 undergraduate and graduate scholarships to assist individuals in obtaining a teaching degree. Requires recipients to agree, within two years of completing their course of study, to teach science or mathematics in an elementary or secondary school for at least two years for each year of scholarship assistance, or else repay it.
