Directs the Secretary to conduct related studies and report to the Congress with regard to: (1) wilderness areas damage; (2) forest ecosystems; (3) renewable resource recovery; and (4) threatened species. Title II: Agriculture - Amends the Disaster Assistance Act of 1989 to treat separately for disaster assistance purposes crops of the same commodity planted in different seasons on different acreage.
