Empowers the Director to appoint an Advisory Board to advise him on matters relating to the Academy. Sets forth: (1) the eligibility requirements for an institution of higher education applying to become a member institute; (2) the application procedure; (3) the criteria for the selection of member institutes; and (4) requirements of the Director in selecting member institutes. Allows only individuals who are citizens or nationals of the United States to be eligible for scholarships to the Academy. Requires the Director to establish criteria for measuring the potential nomination and selection of scholarship recipients. Provides for nomination of recipients by Members of and Delegates to the House of Representatives, with the Director selecting recipients from among such nominees. Conditions the acceptance of a scholarship to the Academy on a recipient's written agreement to serve for a time period equal to one year for each academic year for which the individual was provided a scholarship to the Academy, in the employ of a Federal agency or a U.S. corporation.
