Amends the Urban Mass Transportation Act of 1964 to allocate funds for FY 1992 through 1996 for: (1) rail modernization; (2) construction of new fixed guideway systems; (3) replacement, rehabilitation, and purchase of buses and bus-related facilities; and (4) other specified transportation projects. Title II: Highway Revenue Act of 1990 - Highway Revenue Act of 1990 - Amends the Internal Revenue Code to extend for a five-year period: (1) specified Highway Trust Fund taxes and related exemptions regarding transportation; and (2) the Highway Trust Fund.
